Liens Liens placed against real property (such as contractors or materialman liens) must include a legal description and are recorded in the Recording Office along with other real estate documents. State and federal tax liens are filed in the Recording Office. All liens against motor vehicles are filed with the County Clerk in the Uniform Commercial Code (UCC) filings. These liens must be noted on the face of the WYoming Certificate of Title to be perfected. Liens filed on other types of personal property such as household goods, inventory, etc. are filed with the Secretary of State. All liens are a matter of public record.
